        Register of charges: mandatory company filings and public inspection enable recording and access to security interests. Section 130 requires the Registrar to keep a consecutively numbered and signed register of charges for each company, enter prescribed particulars of all charges forwarded by companies, retain filed charge documents in prescribed form, return the filed instrument or verified copy after entry, and allow inspection of the register by any person on payment of the prescribed fee.
