Financial and administrative powers: Member Administration may exercise and delegate tribunal powers subject to hierarchical control. The Central Government shall designate a Judicial Member or Technical Member as Member Administration to exercise financial and administrative powers under rules made by the Central Government, and the Member Administration may delegate such powers to any other officer of the Tribunal, provided that the officer exercising delegated powers continues to act under the direction, superintendence and control of the Member Administration.
