Voting rights: each member has one vote; chair has casting vote in ties, except during the chair's election. Every member is entitled to one vote, and if votes are equal the Chairman or presiding person has a casting vote, except that no casting vote is exercisable in the election of the Chairman; exceptions in specified subsections of section 581D apply.
