Vacancy in tribunal does not invalidate acts or proceedings, preserving administrative continuity and decision validity. Section 10GC provides that no act or proceeding of the Tribunal or the Appellate Tribunal shall be questioned or invalid merely because of any vacancy or defect in the establishment of the Tribunal or the Appellate Tribunal, thereby preserving the validity of decisions despite incomplete or defective composition.
