Cognizable offence: acceptance or refund of deposits requires complaint by Central Government or authorised officer. Offences connected with acceptance or refund of deposits are designated as cognizable offences under the Code of Criminal Procedure, irrespective of other provisions, and no court may take cognizance except on a complaint made by the Central Government or an officer authorised by it.
