          <h1>Proclamation requiring appearance: formal notice when a warrant cannot be executed obliges accused to attend court.</h1> A proclamation under section 84 of the Bharatiya Nagarik Suraksha Sanhita, 2023 is issued when a warrant of arrest cannot be executed because the accused is not found or is absconding; it records the accused's particulars, the alleged offence and statutory provision, states that the warrant was returned and that the court is satisfied the person has absconded or is avoiding service, and requires the person to appear at a specified place and date, with the document dated, sealed and signed by the court.
