Power to disperse assemblies by commissioned or gazetted armed forces officers when public security is endangered, subject to magistrate instruction. When public security is manifestly endangered and an Executive Magistrate cannot be communicated with, a commissioned or gazetted officer of the armed forces may, with forces under his command, disperse an assembly and arrest and confine persons forming part of it; if he can practicably communicate with an Executive Magistrate while acting, he must do so and thereafter obey the Magistrate's instructions on continuing the action.
