Government power to bar prison removals suspends prior removal orders where offence nature, public order risks, or public interest require. State or Central Government may, by general or special order, direct that any person or class shall not be removed from the prison in which they are confined, and while the order remains in force no order under section 302 shall have effect in respect of such person or class; before issuing such an order the authority must consider the nature of the offence or grounds for detention, the likelihood of disturbance to public order if removal occurs, and the public interest generally.
