A first-class Magistrate may order any person, including an accused, to attend and give specimen signatures, finger impressions, handwriting or voice samples when expedient for an investigation or proceeding; ordinarily such an order requires that the person has at some time been arrested in connection with the matter, but the Magistrate may order samples without prior arrest if reasons are recorded in writing.
