Immunity of Head of State: President and Governors immune from judicial proceedings during office, subject to parliamentary impeachment review. The Article grants immunity to the President and Governors for acts in the exercise of official powers, permits parliamentary-appointed bodies to investigate presidential conduct for impeachment purposes without restricting suits against the Government, bars criminal proceedings and arrest processes against them during their term, and requires a minimum two-month written notice before civil proceedings for acts in their personal capacity may be instituted.
