The State includes government and legislative bodies, defining scope of fundamental rights under the Constitution across national and subnational levels. The definition of the State determines which entities are subject to Part III fundamental rights: it includes the Government and Parliament of India, the Government and Legislature of each State, and all local or other authorities within India or under the control of the Government of India.
