Penalty for unlawful sitting or voting: liability arises for sitting or voting before oath or when unqualified or disqualified. A statutory penalty applies to any person who sits or votes in either House before complying with the oath or affirmation requirement under Article 99, or when knowing they are unqualified, disqualified, or prohibited by law from doing so; liability accrues for each day and is recoverable as a debt due to the Union.
