<h1>Fifth Schedule Powers: State Control, Governor's Role, Tribal Advisory, and Land Regulation Rules Explained</h1> The Fifth Schedule of the Constitution governs the administration and control of Scheduled Areas and Scheduled Tribes, excluding certain northeastern states. It grants the State executive power over Scheduled Areas subject to this Schedule, with the Governor required to report annually to the President on their administration. A Tribes Advisory Council, primarily composed of Scheduled Tribe representatives, advises the Governor on tribal welfare. The Governor may exempt or modify the application of laws in Scheduled Areas and make regulations for their peace and good governance, including land transfer restrictions and money-lending controls, subject to Presidential assent and consultation with the Council. The President has authority to declare, alter, or rescind Scheduled Areas by order. Parliament may amend the Schedule by law without it being considered a constitutional amendment under Article 368.
