          <h1>Definitions of Municipality and Metropolitan area frame the territorial and institutional scope of local self government under Part IXA.</h1> Part IXA supplies definitions governing municipal self government: Municipality as the institution constituted under the Part; Municipal area as the territorial area notified by the Governor; Committee as a body constituted under the Part; Panchayat as constituted under the Panchayat provisions; 'district' and 'population' (tied to the last published census figures) for administrative reference; and Metropolitan area as contiguous local units specified by the Governor comprising two or more Municipalities or Panchayats and meeting the prescribed population criterion.
