          <h1>Scheduled Tribes recognition: executive notification establishes constitutional status of tribes, subject to Parliament's power to amend lists by law.</h1> Article 342 empowers the President to notify tribes, tribal communities, or parts or groups within them as Scheduled Tribes for a State or Union territory, with consultation of the Governor where applicable; Parliament may by law include or exclude any tribe, tribal community, or part or group from the list specified in such a notification, and except for parliamentary amendment a notification issued under clause (1) cannot be varied by subsequent notifications.
