State delegation of executive functions to the Union permitted with central consent, allowing conditional or unconditional entrustment. A State Governor, with the consent of the Government of India, may entrust to the Union or its officers any functions within the executive power of the State, either conditionally or unconditionally, and such entrustment operates notwithstanding other constitutional provisions.
