<h1>Provisional legislatures: provincial Houses exercise state legislative powers until state Houses are constituted, with certain elections completed.</h1> Article 382 provided that until State legislatures in Part A were duly constituted under the Constitution, the corresponding Provincial Houses then functioning would exercise the powers and duties of the State legislature; pre commencement ordered general elections could be completed after commencement and the reconstituted Assembly treated as the Provincial Assembly for transitional purposes; and incumbent Provincial Speakers, Deputy Speakers, Presidents or Deputy Presidents would serve as the corresponding State presiding officers while those bodies functioned under the transitional arrangement, except where a post commencement first meeting of a reconstituted Assembly required fresh election of Speaker and Deputy Speaker.
