Early childhood care and education: State must endeavour to provide universal services for children under six years. The State is required to endeavour to provide early childhood care and education for all children until they complete the age of six years, as a Directive Principle of State Policy, replacing the earlier Article 45 which aimed at time-bound free and compulsory education for children up to fourteen years.
