          <h1>Superintendence of Panchayat elections vested in State Election Commission with appointment, tenure and staffing safeguards.</h1> Superintendence, direction and control of preparing electoral rolls and conducting all Panchayat elections are vested in a State Election Commission constituted by a State Election Commissioner appointed by the Governor; the Commissioner's service conditions and tenure are governed by rules but removal is available only on grounds and in the manner applicable to a High Court judge and conditions cannot be varied to his disadvantage; the Governor shall, on request, provide necessary staff; the State Legislature may, subject to the Constitution, make laws relating to Panchayat elections.
