Instruction in mother-tongue: mandates state and local authorities to provide primary-stage facilities, with presidential power to direct states. Article 350A requires States and local authorities to endeavour to provide adequate facilities for instruction in the mother-tongue at the primary stage to children of linguistic minority groups, and empowers the President to issue directions to any State as he considers necessary to secure such provision.
