National Judicial Appointments Commission reforms membership and nomination rules while preserving acts despite vacancies or defects. Creates the National Judicial Appointments Commission with specified membership-the Chief Justice of India, two senior Supreme Court judges, the Union Law Minister and two eminent persons nominated by a committee including the Prime Minister and the Chief Justice-with one eminent person drawn from disadvantaged groups, eminent persons serving a single three-year non-renewable term, and a clause that no act or proceeding of the Commission shall be invalidated merely for vacancies or defects in its constitution.
