Specification of Scheduled Castes: executive notification defines eligible groups, and Parliament may include or exclude entries by law. The President may, by public notification and, for States, after consulting the Governor, specify castes, races, tribes or parts or groups within them as Scheduled Castes for a State or Union territory; Parliament may by law include or exclude any such caste, race, tribe or part or group from a notification, and except for changes made by Parliament a notification cannot be varied by any subsequent notification.
