Votes on account and exceptional grants allow temporary state withdrawals subject to legislative appropriation procedure. States may authorise votes on account, votes of credit and exceptional grants permitting temporary or special withdrawals from the Consolidated Fund to meet advance, unexpected or non recurring expenditure; such grants allow advance payment for part of a financial year, meet demands that cannot be detailed in the annual financial statement, or cover expenditure outside current service, and remain subject to the Legislature's appropriation authority and the ordinary voting and law making procedures applicable to appropriations.
