The State Legislature may enact laws regulating the procedure and conduct of business in one or both Houses for financial matters and appropriation Bills to secure the timely completion of financial business; where such statutory provisions conflict with rules or standing orders of the House under Article 208, the statutory provision prevails to the extent of the inconsistency.
