Presidential assent: President may assent or withhold; must assent after Houses repass a non money Bill on reconsideration. A Bill passed by both Houses must be presented to the President, who may assent or withhold assent. The President may return any non Money Bill to the Houses with a message requesting reconsideration and recommending amendments. After reconsideration, if the Houses pass the Bill again, with or without amendment, and present it again, the President shall not withhold assent to the repassed Bill.
