of <h1>Governor's Power to Nominate Members with Expertise to State Legislative Councils Under Article 171</h1> Article 171 establishes the composition of State Legislative Councils in India. The Council's membership cannot exceed one-third of the Legislative Assembly's membership, with a minimum of forty members. The composition includes approximately one-third elected by local authorities, one-twelfth by graduates, one-twelfth by teachers, one-third by Legislative Assembly members, and the remainder nominated by the Governor. Governor nominees must have expertise in literature, science, art, cooperative movement, or social service. Elections use proportional representation with single transferable vote system. Until Parliament legislates otherwise, this composition framework remains in effect.
