          <h1>Composition of Legislative Councils: membership limits, specified electorates, proportional representation voting and Governor nominations govern council formation and eligibility</h1> Composition of Legislative Councils limits Council membership to not exceed one third of the Legislative Assembly and to be no fewer than forty; seats are allocated among specified electorates-local authorities, graduates, teachers, Assembly members-and the remainder are nominated by the Governor. Elections for local-authority, graduate and teacher constituencies and Assembly-elected seats use proportional representation by means of the single transferable vote. Governor nominations must possess special knowledge or practical experience in fields such as literature, science, art, cooperative movement and social service.
