<h1>States must form District Planning Committees with mostly elected local reps to create unified development plans</h1> Every State must establish a District Planning Committee at the district level to consolidate plans from local Panchayats and Municipalities and draft a comprehensive district development plan. State Legislatures may legislate on the Committee's composition, seat allocation-ensuring at least four-fifths of members are elected representatives from Panchayats and Municipalities proportionate to rural and urban populations-functions, and Chairperson selection. The Committee must consider matters of common interest such as spatial planning, resource sharing, infrastructure development, and environmental conservation, along with available resources. It must also consult institutions designated by the Governor. The Chairperson submits the recommended development plan to the State Government. These provisions exclude the National Capital Territory of Delhi.
