          <h1>Collective responsibility: Council of Ministers accountable to the lower house, serving at the President's pleasure with appointment limits.</h1> The provision requires the President to appoint the Prime Minister and, on the Prime Minister's advice, other Ministers, subject to a statutory ceiling on Council size. Ministers must take oaths of office and secrecy, hold office at the President's pleasure, and the Council is collectively responsible to the House of the People. A non-member of Parliament for six consecutive months ceases to be a Minister, disqualification bars ministerial appointment during its operation, and Parliament fixes ministers' salaries and allowances.
