          <h1>National Commission for Scheduled Castes: constitutional body empowered to investigate safeguards and report recommendations for implementation.</h1> The Article creates the National Commission for Scheduled Castes, appointed by the President with rules for tenure and procedure. It must investigate and monitor safeguards, inquire into complaints of rights deprivation, advise on socio economic planning, present reports with recommendations to the President for laying before legislatures, and the Commission has civil court powers when investigating or inquiring. Governments must consult the Commission on major policy matters; references to Scheduled Castes include the Anglo Indian community.
