of <h1>Constitution (89th Amendment) Act, 2003: Establishment of National Commission for Scheduled Castes; Changes to Article 338 Explained.</h1> Article 338 of the Constitution was amended by the Constitution (89th Amendment) Act, 2003. The amendment changed the marginal heading to 'National Commission for Scheduled Castes' and revised clauses (1) and (2) to establish a Commission specifically for Scheduled Castes, known as the National Commission for Scheduled Castes. The Commission is to include a Chairperson, Vice-Chairperson, and three other Members, with their service conditions and tenure determined by the President. Additionally, the words 'and Scheduled Tribes' were removed from clauses (5), (9), and (10).
