Certain Panchayat provisions do not apply to Scheduled Areas and tribal areas, to specified States and hill areas where local councils exist, and to particular local exemptions in Darjeeling; extension into excluded States requires a Legislative Assembly special-majority resolution and Parliament may extend the Part to Scheduled and tribal Areas by law with exceptions and modifications and without treating such law as a constitutional amendment.
