Power to remove transitional difficulties permits the President to issue orders adapting the Constitution by modification, addition or omission for a specified period to facilitate transition from prior law, subject to a prohibition on making such orders after the first meeting of a duly constituted Parliament and to the requirement that every order be laid before Parliament.
