<h1>Parliament Can Create Common High Courts for Multiple States or Union Territories Under New Framework</h1> Parliament may establish a common High Court for two or more States or for States and a Union territory. In such cases, references to the Governor regarding subordinate courts apply to the Governor of the State where those courts are located, while references to the State in relation to the High Court's principal seat apply to the State where the High Court is situated. If the principal seat is in a Union territory, references to the Governor, Public Service Commission, Legislature, and Consolidated Fund of the State are interpreted as references to the President, Union Public Service Commission, Parliament, and Consolidated Fund of India, respectively. Prior provisions restricting State legislatures' powers over jurisdiction of High Courts with extraterritorial jurisdiction were replaced by this framework.
