          <h1>Deputy Chairman authority to perform Chairman duties when office vacant or absent, with presidential appointment if deputy also vacant.</h1> When the office of Chairman of the Council of States is vacant or the Vice President is acting as President, the duties of the Chairman are to be performed by the Deputy Chairman, or if that office is vacant, by a member appointed by the President. During any sitting when the Chairman is absent the Deputy Chairman shall act as Chairman, or if also absent, a person determined by the Council's rules of procedure or otherwise determined by the Council shall act as Chairman.
