Application of the Constitution to Jammu and Kashmir preserves permanent resident rights and tailors central provisions accordingly. The Order applies specified Parts and articles of the Constitution to Jammu and Kashmir subject to stated exceptions and modifications that limit or adapt central provisions, preserve and validate State laws concerning permanent residents (via added article 35A), modify fundamental-rights restrictions, reallocate legislative and residuary powers to Parliament in particular matters, and recalibrate executive, judicial, electoral and fiscal provisions so that references to constitutional offices, commencement, and State-specific institutions operate with tailored meaning in relation to Jammu and Kashmir.
