Panchayat powers can be legislatively devolved to enable local self government and plan preparation and scheme implementation. The State Legislature may, subject to the Constitution, by law endow Panchayats with powers, authority and responsibilities necessary for them to function as institutions of self-government, including devolving authority for the preparation of plans for economic development and social justice and for implementing schemes so entrusted, including matters in the Eleventh Schedule, subject to conditions specified by law.
