<h1>State Ministers Must Not Exceed 15% of Legislative Assembly, Appointed by Governor on Chief Minister's Recommendation</h1> Article 164 of the Indian Constitution outlines provisions for state ministers. The Governor appoints the Chief Minister and other Ministers on the Chief Minister's advice. Ministers serve at the Governor's pleasure. The total number of Ministers, including the Chief Minister, cannot exceed fifteen percent of the Legislative Assembly's total members. Ministers must take oaths of office and secrecy, be collectively responsible to the Legislative Assembly, and cease to be Ministers if not a Legislature member for six consecutive months. Special provisions exist for tribal welfare ministers in certain states.
