Constitutional modifications for Jammu and Kashmir limit national provisions and preserve state-specific resident and property rights. The Constitution's application to Jammu and Kashmir is subject to comprehensive exceptions and modifications that exclude or adapt numerous Parts, Articles and Schedules; preserve State-specific laws and privileges (notably those defining permanent residents and their property, employment and settlement rights); recalibrate residuary and legislative powers between Union and State; and restrict the operation of emergency and amendment provisions in the State absent specified State concurrence or presidential order.
