          <h1>Wards Committee constitution: municipalities exceeding a population threshold must form committees; state law prescribes composition and seat filling.</h1> Constitutional provision requires the formation of Wards Committees in municipalities meeting a population threshold, with the State Legislature empowered to determine their composition, territorial area and the manner of filling seats. A municipal member representing a ward within the Committee's area is a Committee member. Chairperson selection is prescribed: the single ward member serves as Chairperson, or where multiple wards are grouped the members elect one among themselves. The Legislature may also provide for committees in addition to Wards Committees.
