Union executive directions authority: President may declare state government incapacity following non compliance with constitutional directions. Where a State fails to comply with or give effect to directions issued under the executive power of the Union, the President may hold that a situation has arisen in which the Government of the State cannot be carried on in accordance with the Constitution.
