Deputy Speaker authority to perform Speaker duties during vacancy or absence, with Governor or assembly determinations following procedural rules. When the office of Speaker is vacant, the Deputy Speaker performs the duties of that office; if the Deputy Speaker is also vacant, the Governor may appoint a member to perform those duties. During the Speaker's absence from any sitting the Deputy Speaker acts as Speaker; if the Deputy Speaker is absent, the person is determined by the Assembly's rules of procedure or, if none is present, by the Assembly.
