Amendment of Schedules: laws admitting or altering States may include schedule amendments and incidental provisions without invoking the constitutional amendment route. Laws admitting or altering States may provide for amendment of the First and Fourth Schedules and include necessary supplemental, incidental and consequential provisions, including provisions as to representation in Parliament and State Legislatures, to give effect to those laws; such laws are not to be treated as constitutional amendments under the constitutional amendment procedure.
