They are to be consulted on recruitment methods, principles for appointments, promotions and transfers, candidate suitability, disciplinary matters, claims for legal costs incurred in official defence, and pension claims for injuries sustained in service. The President or Governor may regulate circumstances where consultation is unnecessary, and such regulations must be laid before and may be modified by the legislature.
