Presiding officer recusal: Speaker or Deputy Speaker barred from presiding during removal resolution, with limited voting rights applying. While a resolution for the Speaker's or Deputy Speaker's removal is under consideration, the incumbent shall not preside though present and the absence-provisions of clause (2) of Article 180 apply; the Speaker may speak and take part but may vote only in the first instance on that resolution or any other matter during those proceedings and shall not cast a deciding vote in case of an equality of votes.
