Prohibition of discrimination bars state discrimination and allows limited special provisions for advancement of disadvantaged groups. Prohibition of discrimination bars the State from treating any citizen differently on grounds only of religion, race, caste, sex or place of birth and forbids disabilities or restrictions in access to specified public facilities. The Article preserves State authority to make special provisions for women and children, for socially and educationally backward classes and Scheduled Castes and Tribes, and for economically weaker sections, including measures on admission to educational institutions and reservations for EWS subject to a specified ceiling, with EWS defined by State notification.
