Special provisions for advancement permit the State to make targeted measures for socially and educationally backward classes and scheduled groups. An amendment adds a new clause permitting the State to make special provision for the advancement of socially and educationally backward classes and for the Scheduled Castes and the Scheduled Tribes, and clarifies that neither Article 15 nor clause (2) of Article 29 prevents such provisions.
