<h1>Constitution 91st Amendment: Limits Ministers to 15% of Parliament Members; Disqualified MPs Can't Be Ministers.</h1> The Constitution (91st Amendment) Act, 2003, modifies Article 75 by adding clauses (1-A) and (1-B). Clause (1-A) limits the number of Ministers, including the Prime Minister, in the Council of Ministers to a maximum of fifteen percent of the total members of the House of the People. Clause (1-B) states that any member of Parliament disqualified under the Tenth Schedule is also disqualified from being appointed as a Minister for the duration of their disqualification period or until they are re-elected, whichever occurs first.
