Customs cargo handling rules impose requirements and responsibilities for persons receiving, storing, delivering or handling goods in customs areas.

The regulations set out how goods are to be received, stored, delivered and otherwise handled in a customs area and prescribe explicit obligations and compliance requirements for persons engaged in those activities, thereby creating a regulatory framework to control custodians and Customs Cargo Service Providers.
