<h1>New Customs Manual Enforces Stricter Measures Against Mislabeling Semi-Finished Leather for Export Duty Evasion.</h1> The Customs Manual 2025 outlines measures to prevent unauthorized export of semi-finished leather disguised as finished leather to evade export duty. Effective from April 15, 2013, officials from the Central Leather Research Institute (CLRI) are stationed at key ports and inland container depots, including Chennai, Mumbai, Kolkata, Kanpur, and Tughlakabad. Their role is to assist Customs officers in examining leather export consignments. When necessary, samples are taken in the presence of CLRI officials and sent to CLRI or approved laboratories for testing, with costs covered by the Council for Leather Exports (CLE).
