International transshipment of LCL containers permitted at approved ports, subject to customs sealing, segregation, custodian bond and time limits. International transshipment may include LCL consignments at Customs approved places; container details must be manifested in IGM with correct cargo movement and destination codes. No ITP container shall be unloaded without Assistant/Deputy Commissioner authorisation; unloading, de stuffing, restuffing and movement occur under Customs escort with seal examination, resealing if tampered, and 100% examination where required. Custodians must record ITP LCL cargo, give a general bond approximating 30 days' expected value, maintain segregation and security, submit monthly summaries, and effect export within prescribed time or approved extension. Prohibited items are ineligible and Commissioners may prescribe safeguards and approve premises based on specified factors.
